With 30 years experience as a Chief Administrative Officer in rural communities, Carrel has worked in Africa and with First Nations people in B.C. He is the author of Making Local Democracy Work (2001), an argument for making the "colonies"; of the federal and provincial government into fully independent and democratic entities.
