Charles Keenan was born in 1922. A Belfast-educated civil engineer, he worked for ten years as a technical advisor to the B.C. government on pollution and health matters, rising to the position of Director of Pollution Control. His Environmental Anarchy: The Insidious Destruction of Social Order (Cappis Press, 1984) was published out of his frustration at the anti-industrial, anti-governmental 'hysteria' which he perceived was being fomented by environmental activists and irresponsible news media.
