The Sechelt Indian Band or Shishalt Nation on the Sunshine Coast became the first First Nation in Canada to achieve legislated self-government with the passage of Bill C-93 in 1986. As an Aboriginal law student at the University of British Columbia, Theo Collins prepared a layman's guide to the Sechelt Indian Band Self-Government Act of 1986 entitled The Sechelt Act and What It Means (Vancouver: Union of B.C. Indian Chiefs, 1988).
